Referential Agreements

Referential Agreements are legal instruments used for purchasing goods or contracting services that can be provided by two or more suppliers and that will be required by PEMEX and its State-Owned Productive Subsidiaries on a recurring basis. They do not need to have assigned financial resources until a purchase order is issued or a specific contract is assigned, which helps PEMEX in its planning and execution to carry out agile contracting procedures.

A Referential Agreement will at least contain the following:

  • Terms and Conditions to be used in purchase orders and contracts
  • Catalog of goods and/or services with their scope and specifications
  • Requirements that suppliers must meet to be a part of the Agreement
  • General Aspects for assigning purchase orders or contracts
