Bilingual Supplier Analysis and Management Coordinator

POSITION SUMMARY

The SMAC’s role is to support PEMEX users in the decision-making phase of the international procurement process by requesting, analyzing, and communicating relevant information regarding market conditions, strategies, supplier alternatives, available technologies and purchasing conditions to satisfy a current or future need in the different PEMEX subsidiaries. The SMAC must be able to understand the technical concepts of the requests we receive from our diverse client base and utilize a variety of sources (including databases, professional contacts, other PPI colleagues, trade shows, seminars, etc.) to identify supplier alternatives and interact directly with them to generate data. The SMAC will work, supervise, and review the work of the Supplier Management and Analysis Specialist/Analyst to process the information and collate a market report for the clients during the market research process to produce the market research report. Supports and oversees Supplier Management Administrator activities related to supplier development, registration and execution of Due Diligence; Executes and manages activities related to assistance to industry events of all operations staff. Coordinates the execution of the periodic Commercial Conditions Audits, from organization and data retrieving until payments and reimbursements are executed. Responsible for supervising and coordinating the activities of the Supplier Management and Analysis Specialist, Supplier Management and Analysis Analyst, and Supplier Management Administrator, assigned to assist with the daily activities of the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Other duties may be assigned)

Maintains general market knowledge related to the key procurement areas of the company (upstream, midstream, and downstream equipment, safety systems, etc.) · Maintains an in-depth knowledge of designated markets and trends through reading reports, market research, data interpretation and analysis · Maintains records as per PPI’s procedures, documenting all the stages of the market research process for future reference · Communicates with requesting areas to update them on project status and to clarify any questions regarding the information reports · By using market intelligence sources (on-line services, directories, subscriptions, councils, national cameras, etc.), provides information and research services requested by customers and other areas within PPI; These sources include new technology, news services, market research studies, financial data evaluations, business economics and sector statistics, publications, industry norms, etc. · Works with customers to enhance their use of strategic analysis and market and competitor intelligence to ensure that appropriate communication channels are maintained, collaborates internally to ensure intelligence is shared with appropriate groups and individuals · Works with the necessary personnel to execute market research protocols to support the advancement of market research · Provides expertise in executing the market research process to Specialist/Analyst from protocol development to final report generation · Organizes the necessary functions associated with market research projects, due diligence process and supplier registrations tasks · Communicates with the appropriate people and locations to accomplish the functions · Works to execute the market research activities in conjunction with the Supplier Management and Analysis Specialist/Analyst · Manages time and calendar to ensure scheduling and execution of market research objectives Due Diligence process and supplier registrations tasks · Maintains communication with the appropriate technical team personnel on matters related to specific market research projects · Coordinates the maintenance of organized records of protocols, data, and final research reports for easy access and reference · Supports the Supplier Development Activities such leading information meetings, technical meetings, and contacting potential suppliers during industry events for all international suppliers · Liaisons between PEMEX Suppliers Development Team ADMINISTRATORS of PEMEX HIIP, ACHILLES and International Suppliers for the proper understanding and application of the PEMEX Policies regarding Suppliers Registration · Supervises and signs Due Diligence questionnaires for Suppliers and keeps the database and corresponding information in compliance with policies · Coordinates and monitors the information of the PPI’s web site regarding supplier’s registration, supplier alliances, market research, etc. · Produces and gathers information and brochures intended for suppliers and industry stakeholders · Supports the Supplier Relations Department in Pemex with requests regarding international suppliers · Supports the SMAD by keeping procedures current for the Quality Control Management System (ISO) · Coordinates the execution of periodical commercial conditions Audits of Framework Agreements in place and Administered by the Supplier Alliances Contract Administrators · Performs other tasks that may be assigned by the Supplier Management and Analysis Manager

EDUCATION AND/OR EXPERIENCE

minimum three years’ experience in the petroleum or petrochemical industry; Preferred in the fields of Market Research, Suppliers Management and Evaluation and Data Administration

Requirements

Travel: 5% of the time in the United States, Mexico, or as required

Language: Must speak, read, and write in English & Spanish

Special requirements: Ability to verbally communicate, read, analyze, and interpret general business information services, professional journals, technical processes, and systems as well as governmental regulations and technical standards · Ability to write market reports and professional business correspondence, effectively present information, and respond to questions from a variety of clients including internal customers and the public · Must be highly organized and disciplined in performing these services in a timely manner · Ability to utilize online information services; Knowledge of Product Codification systems (FSC, SIC) · Interpretation of Financial statements and financial ratings · Computer Skills - Proficiency in Microsoft Office, Excel-Advanced, Word -Advanced, Outlook Advanced, Power Point Advanced, Databases management, utilization of web search tools · Math & Statistics Skills – Ability to understand and generate mathematical, statistical, administrative, and financial concepts and use them in practical applications, Ability to collect data, establishes facts, and draw valid conclusions · Strong analytical skills and the ability to interact and verbally communicate with stakeholders of different levels
